Military Financial Readiness Program—About Our Partners
The FINRA Investor Education Foundation has worked with many partners to develop the military program. Each of these partners is dedicated to financial education. Learn who they are.
Department of Defense (DoD)
The DoD represents over 2 million active duty and reserve servicemembers in three military departments—Army, Navy and Air Force. As part of its Social Compact with servicemembers and their families to care for their quality of life, DoD provides personal financial management education and training to prepare them for their changing financial needs. The Financial Readiness Campaign in support of the Social Compact encourages servicemembers and their families to seek financial education and counseling before they find themselves in financial difficulty. Through partnerships with over 26 Federal Agencies and nonprofit institutions dedicated to improving the financial acumen of the American public, the Department of Defense is providing increased awareness, education and counseling opportunities to improve the quality of life of servicemembers and their families.

United States Coast Guard
The Coast Guard's Work-Life Program is managed by the Office of Work-Life, a Headquarters program manager staff within the Health, Safety and Work-Life Directorate, reporting to the Assistant Commandant for Human Resources. This staff is responsible for establishing, developing and promulgating Work-Life policy and interpreting program standards for Coast Guard-wide implementation. The overall objective is to support the well-being of active duty, reserve and civilian employees and family members.

Securities and Exchange Commission (SEC)
The SEC's Office of Investor Education and Advocacy serves the tens of thousands of investors who contact the agency each year with investment-related complaints and questions. The Office's trained investor assistance specialists answer questions, analyze complaints, seek informal resolution of investors' problems, and distribute helpful educational materials.
The SEC has a Memorandum of Understanding with the Department of Defense, which allows the SEC to partner with the DoD on financial literacy initiatives. The SEC provides investing workshops and distributes free brochures on numerous investing topics. Board of Governors of the Federal Reserve System (FRB)
The Federal Reserve Board (the Board) is responsible for implementing many laws to protect consumers in credit and other financial transactions and to ensure that consumers receive comprehensive information and fair treatment. In today’s complex financial marketplace, financial education is central to helping consumers make better decisions for themselves and their families. The Board’s financial education activities fall into five primary categories: (1) increasing access to information about financial products and services, (2) promoting awareness of the importance of financial literacy, (3) collaborating with educational and community organizations, (4) supporting research and identifying best practices, and (5) providing financial education for its own employees. The Board maintains a consumer information web site at www.federalreserve.gov/consumers.htm. The Federal Reserve System also has an educational web portal that features a special section on personal finance.
Federal Trade Commission (FTC)
The FTC, the nation's consumer protection agency, works for the consumer to prevent fraudulent, deceptive, and unfair business practices in the marketplace and to provide information to help consumers spot, stop, and avoid them. Consumers can file a complaint or get free information on consumer issues from www.ftc.gov. The FTC enters credit, Internet, telemarketing, identity theft, and other fraud-related complaints into Consumer Sentinel, a secure, online database available to hundreds of civil and criminal law enforcement agencies in the U.S. and abroad.
The FTC manages www.onguardonline.gov, a partnership of the federal government and the technology industry to help consumers guard against Internet fraud, secure their computers, and protect their personal information. The FTC also maintains www.ftc.gov/idtheft, a one-stop shop for information about identity theft, and www.ftc.gov/credit, a library of publications about credit issues.
California Department of Corporations - Troops Against Predatory Scams (TAP$)
The California Department of Corporations is proud to help protect servicemembers and their families from financial fraud and predatory lending. In collaboration with other organizations, California’s TAP$ Program educates servicemembers about making sound financial decisions and how to stop fraud before it happens.
TAP$ materials encourage servicemembers to investigate before investing, show how to better handle their finances, and include information about annuities, privacy protection, and scams.

American Bar Association
The American Bar Association is the world’s largest voluntary professional organization. Its mission is to serve equally its members, its profession and the public by defending liberty and delivering justice as the national representative of the legal profession.
The American Bar Association offers legal resources for military families. ABA Home Front is an online resource designed to help military members, veterans, and their families find legal information, referrals, and representation for civil legal matters.The ABA Home Front website has a wealth of materials created specifically for those connected to the military to help them understand legal issues and obtain law-related assistance for the problems they may face. The ABA Military Pro Bono Project is a web-based program that accepts case referrals from military legal assistance offices anywhere in the world on behalf of junior-enlisted servicemembers with civil legal issues, and it places these cases with pro bono attorneys where the legal assistance is needed in the United States.
American Savings Education Council (ASEC)
ASEC is a national coalition of public- and private-sector institutions committed to making saving and retirement planning a priority for all Americans. ASEC is a program of the Employee Benefit Research Institute Education and Research Fund (EBRI-ERF), a 501©(3) non-profit organization (www.ebri.org). ASEC grew out of discussions between representatives of the U.S. Department of Labor and EBRI in late 1994, as the agency prepared to launch its unique Retirement Savings Education Campaign with the U.S. Department of the Treasury and 65 public-and private-organizations. ASEC brings together public- and private-sector partners to share information on best practices and to collaborate on a wide range of financial security initiatives. Association for Financial Counseling and Planning Education® (AFCPE®)
AFCPE® provides professional development experiences for financial educators, practitioners and researchers to improve the economic well-being of individuals and families worldwide. The Association’s vision is to be internationally recognized as the leading provider of professional development opportunities.
AFCPE has partnered with the FINRA Foundation to develop two innovative military financial education programs. The first program is a train-the-trainer investment education program for financial counselors and educators who serve U.S. military troops and families. The second—a collaboration of AFCPE, the FINRA Foundation, and the National Military Family Association—is a fellowship program providing military spouses with the education necessary to serve as financial counselors. It is unique in that it not only helps military spouses achieve career goals and aspirations by enhancing job-related marketability, it also benefits military family members by enhancing their personal financial management skills.
Better Business Bureaus® (BBB®)
BBB Military Line® is a program of the Council of Better Business Bureaus (CBBB) providing consumer education and advocacy for service members, DoD Civilians, Retirees, and their families. The program is a partner in the Department of Defense (DoD) Financial Readiness Campaign and in the National Joining Forces Initiative. BBB Military Line has a strong online web presence, where military consumers can find custom educational materials, breaking news on consumer issues affecting the military, access to BBB reliability reports and complaint systems, and subscriber information for the free monthly BBB Military Line e-newsletter, “The Trusted Scout”. Through Facebook and Twitter, BBB Military Line regularly promotes consumer information and scam alerts specific to military consumers, as well. In local communities, our BBBs teach uniquely created Military Financial Literacy workshops to teens and adults at military installations and participate in outreach efforts. To track trends and problem areas affecting the military. BBB Military Line captures data on complaints to the BBB system from service members and their families.
Consumer Federation of America (CFA)—Military Saves
The CFA is an association of about 300 pro-consumer nonprofit organizations that provides research, education, and advocacy on a range of consumer issues. Pursuant to a Memorandum of Understanding with the Department of Defense as a part of the DoD Financial Readiness Campaign, CFA is launching Military Saves, a social marketing campaign to persuade, encourage, and motivate military personnel and their families to increase their personal saving and reduce consumer debt.
Military Saves is a component of America Saves, a national campaign to motivate low- to moderate-income households to save and build wealth. America Saves campaigns use motivational presentations, brochures, and consistent marketing messages to encourage Americans to Build Wealth Not Debt, and to persuade them that, regardless of income and obligations, You Can Build Wealth through saving. Employee Benefit Research Institute (EBRI)
The mission of EBRI is to contribute to, encourage, and enhance the development of sound employee benefit programs and sound public policy through objective research and education. Established in 1978, EBRI is a nonprofit, nonpartisan organization founded on four points of purpose: to conduct, and to encourage others to conduct, research relating to employee benefit plans, whether governmental, private, or otherwise; to assemble and disseminate information on employee benefits, by publication or otherwise, to the general public, including interested organizations, both private and governmental; to sponsor lectures, debates, roundtables, forums, and study groups on employee benefit plans; and to carry out all such activities as a research and educational organization. EBRI's comprehensive program of research and dissemination covers health, retirement, and related economic security topics. National Endowment for Financial Education® (NEFE®)
NEFE is the country's only independent, nonprofit foundation committed to educating Americans about personal finance and empowering them to make positive and sound decisions to reach their financial goals.
NEFE partnered with the FINRA Investor Education Foundation and the National Military Family Association to provide personal finance and investing education to military families through the development of a publication titled Military Families: Money & Mobility. This 80-page booklet is intended to help military families address the myriad financial decisions prompted by frequent moves or deployments. National Military Family Association
Military families serve our country with pride, honor, and quiet dedication.
